Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.

The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

Attacks on democratic rights, breaching legal barriers: FEMA and ...

FEMA's deceptive role really did not come to light with much of the public until Hurricane Andrew smashed into the U.S. mainland. As Russell R. Dynes, director of the Disaster Research Center of the University of Delaware, wrote in The World and I, "...The eye of the political storm hovered over the Federal Emergency Management Agency. FEMA became a convenient target for criticism." Because FEMA was accused of dropping the ball in Florida, the media and Congress commenced to study this agency. What came out of the critical look was that FEMA was spending 12 times more for "black operations" than for disaster relief. It spent $1.3 billion building secret bunkers throughout the United States in anticipation of government disruption by foreign or domestic upheaval. Yet fewer than 20 members of Congress, only members with top security clearance, know of the $1.3 billion expenditure by FEMA for non-natural disaster situations. These few Congressional leaders state that FEMA has a "black curtain" around its operations. FEMA has worked on National Security programs since 1979, and its predecessor, the Federal Emergency Preparedness Agency, has secretly spent millions of dollars before being merged into FEMA by President Carter in 1979.

One such black op was REX-84 (Alpha Explan, or Readiness Exercise 1984), exposed by the Miami Herald on July 5, 1987, and described as "a secret government within a government." Iran-Contra criminal Oliver North "worked closely with FEMA to redraw national contingency plans dealing with nearly everything from nuclear attack to civil insurrection," explains totse.com (FEMA: Blueprint For Tyranny). "FEMA's action plan included the declaration of martial law, suspension of the Constitution and aggressive moves against dissenters. A trigger could be 'violent and widespread internal dissent.' This plan and its failure to clearly define a national crisis caused Attorney General Smith to issue an official protest. The Herald reported that on Aug. 2, 1984, Smith emphatically expressed to National Security Advisor Robert 'Bud' McFarlane his alarm over FEMA's 'expansion of the definition of severe emergency to encompass "routine" domestic law enforcement emergencies.'" Under Reagan, Louis O. Giuffrida, "a stealth-obsessed ex-California National Guard officer who preferred to be addressed according to his former rank in that organization," as Jonathan Vankin and John Whalen describe him, oversaw FEMA. During the late sixties and early seventies, Giuffrida served as then California governor Reagan's terrorism advisor and at Reagan's request founded the California Specialized Training Institute, a school for police and military commandos. "Giuffrida and [Edwin] Meese (then Governor Reagan's chief assistant) helped develop a plan to purge California of its militant and peaceful protesters," Vankin and Whalen write. "Operation Cable Splicer, a variation of the Army Garden Plot, a 'domestic counterinsurgency' scheme, spied on suspected radicals and marshaled maximum force to squash riots and legitimate demonstrations alike."

It appears Hurricane Katrina has provided FEMA with an excuse to "dry run" its unconstitutional powers in New Orleans, rounding up "refugees" (now called "evacuees") and "relocating" them in various camps. "Some evacuees are being treated as 'internees' by FEMA," writes former NSC employee Wayne Madsen. "Reports continue to come into WMR that evacuees from New Orleans and Acadiana [the traditional twenty-two parish Cajun homeland] who have been scattered across the United States are being treated as 'internees' and not dislocated American citizens from a catastrophe. Some FEMA facilities are preventing these internees from leaving on their own. Reports of mandatory registration and the issuing of FEMA ID cards suggest that FEMA, an agency that is rife with right-wing security goons and severely lacking in humanitarian workers, has other motives in treating poor and destitute American citizens as prisoners in their own country." Call it REX-84 revisited.

An old Zionist dream: the partition of Iraq

US lawmakers voted Wednesday to split Iraq into a loose federation of sectarian-based regions and urged President George W Bush to press Iraqi leaders to agree.

Federal Approval To Travel WITHIN The US Soon?

Beginning in February 2008, U.S. Customs and Border Protection (CBP) will implement their ¨Advance Passenger Information System (APIS),¨ the gist of which is that you will need permission from the United States Government to travel on any air or sea vessel that goes to, from or through the U.S. The travel companies will not be able to issue a boarding pass until you are cleared by DHS. This applies to ALL passengers, US citizens and visitors alike. And how do you get said permission to travel? That´s for your government to know and you to never find out.

Your papers, please?

Making a killing: how private armies became a $120bn global industry

In Nigeria, corporate commandos exchange fire with local rebels attacking an oil platform. In Afghanistan, private bodyguards help to foil yet another assassination attempt on President Hamid Karzai. In Colombia, a contracted pilot comes under fire from guerrillas while spraying coca fields with pesticides. On the border between Iraq and Iran, privately owned Apache helicopters deliver US special forces to a covert operation.

This is a snapshot of a working day in the burgeoning world of private military companies, arguably the fastest-growing industry in the global economy. The sector is now worth up to $120bn annually with operations in at least 50 countries, according to Peter Singer, a security analyst with the Brookings Institution in Washington.

Pentagon authorized snipers to "bait" insurgents with detonation cords, plastic explosives and ammunition, then killing any Iraqi who picks up items

A Pentagon group has encouraged some U.S. military snipers in Iraq to target suspected insurgents by scattering pieces of "bait," such as detonation cords, plastic explosives and ammunition, and then killing Iraqis who pick up the items, according to military court documents.

Which means they also killed any Iraqis who were trying to get rid of the stuff before kids started to play with it

US soldiers charged with murder over baiting of Iraqis

Three US soldiers have been charged with premeditated murder for engaging in a baiting practice allegedly ordered by the US military in Iraq.

Snipers were allegedly ordered to kill Iraqis who fell for the trap, in which ammunition and explosives were planted on the street.

Have the officers who GAVE that order been charged?

Testimony in Court-Martial Describes a Sniper Squad Pressed to Raise Body Count

An Army sniper is taught to kill people “calmly and deliberately,” even when they pose no immediate danger to him. “A sniper,” Army Field Manual 23-10 goes on to state, “must not be susceptible to emotions such as anxiety or remorse.”

But in a crowded military courtroom seemingly stunned into silence on Thursday, Sgt. Evan Vela all but broke down as he described firing two bullets into an unarmed Iraqi man his unit arrested last May.

Let's see... that term, "body count": there was a US-led war where that term was used extensively.

Oh yes, now I remember: Viet Nam.

The New York Times reports that Pudding Media, a new company founded by two former Israeli intelligence officers, is offering its customers free Internet phone service in return for their consent to have their conversations monitored for keywords upon which targeted advertising is directed.

"A conversation about movies, for example, will elicit movie reviews and ads for new films that the caller will see during the conversation. Pudding Media is working on a way to e-mail the ads and other content to the person on the other end of the call, or to show it on that person’s cellphone screen," writes Louise Story.

Minority Report Style Invasive Advertising Gains Traction

Most people don't know that if they signed up for any of Google's services, be it GMail, AdSense, or Google Video, every single term they enter into a Google search engine is stored on a central database. Only by opting out of the program can users prevent this information from being stored, but since the fact is buried in some gargantuan terms of agreement document and the default setting is to collect web history, millions of people's opinions, political leanings, medical problems, worries, interests, financial concerns, sexual tastes ad infinitum are being catalogued without their knowledge.

New service eavesdrops on Internet calls

A startup has come up with a new way to make money from phone calls connected via the Internet: having software listen to the calls, then displaying ads on the callers' computer screens based on what's being talked about.

Category: ISRAELI SPYING

And here is the part MSNBC isn't telling you. The Maislos brothers who founded this service are both ISRAELI INTELLIGENCE OPERATIVES, according to the New York Times!

Mr. Maislos founded Pudding Media with his brother, Ruben. Each had spent several years doing intelligence work for the Israeli military.

U.S. Banks Brace for Storm Surge as Dollar and Credit System Reel

This is what a good old fashioned bank run looks like. And, as in 1929, the bank owners and the government are frantically trying to calm down their customers by reassuring them that their money is safe. But human nature being what it is, people are not so easily pacified when they think their savings are at risk. The bottom line is this: The people want their money, not excuses.

Consider this: In 2000, when Bush took office, gold was $273 per ounce, oil was $22 per barrel and the euro was worth $.87 per dollar. Currently, gold is over $700 per ounce, oil is over $80 per barrel, and the euro is nearly $1.40 per dollar. If Bernanke cuts rates, we’re likely to see oil at $125 per barrel by next spring.

Inflation is soaring. The government statistics are thoroughly bogus. Gold, oil and the euro don’t lie. According to economist Martin Feldstein, “The falling dollar and rising food prices caused market-based consumer prices to rise by 4.6 per cent in the most recent quarter.” (WSJ)

That’s 18.4 per cent a year, and yet Bernanke is still considering cutting interest rates and further fueling inflation.

What about the American worker whose wages have stagnated for the last six years? Inflation is the same as a pay-cut for him. And how about the pensioner on a fixed income? Same thing. Inflation is just a hidden tax progressively eroding his standard of living.

Sarkozy says letting Iran go nuclear could cause war

Allowing Iran to acquire nuclear weapons could destabilize the world and lead to war, French President Nicolas Sarkozy told the United Nations on Tuesday.

In a broader warning against the dangers of appeasement, the new French leader said: "Weakness and renunciation do not lead to peace. They lead to war."

The reason that Bush did not come out directly with a verbal attack on Iran is that Sarkozy did it for him.

Looks like Bush has found his new "poodle", now that Tony Blair is off "creating peace in the Middle East" (I'd laugh at that one: it would just be way too hard to stop, though!)

US backing 'secret war' against Iran?

The US government has been secretly supporting a Pakistani militant group that has staged a series of deadly attacks against Iran, ABC News reported, citing unnamed US and Pakistani intelligence sources.

Is the Bush administration behind the bombings in Iran?

Two bombings this week in Zahedan in southeastern Iran are the latest in a series of incidents involving armed opposition groups based among the country’s ethnic minorities. The most recent attacks again raise questions about the activities of the US military and CIA inside Iran as the Bush administration intensifies its preparations for war.

Syria refuses peace talks with Israel

Senior Syrian officials said Monday the U.S. airstrike on a Syrian nuclear facility Sept. 6 has ruined all chances of peace with Israel.

This story is getting more strange by the minute.

So now it's a US Airstrike...on a Syrian nuclear facility?!?

Israeli air strike did not hit nuclear facility, intelligence officials say

By most accounts of intelligence officials, both former and current, Israel and the US both were well aware of the activities of North Korea and Syria and their attempts to chemically weaponize the No-Dong missile (above right). It therefore remains unclear why an intricate story involving evidence of a Syrian nuclear weapons program and/or enriched uranium was put out to press organizations.

Because what Israel did is an unprovoked act of war regardless of the target.
